Das europäische PRIME Projekt (Privacy and Identity Management for Europe) setzt auf TOR, um die Anonymität im Netz zu schützen und arbeitet an "žTorJava„. Momentan ist die Software allerdings nur ein reiner Client, da bei anderen Funktionen wie Middle-Nodes, End-Nodes sowie Hidden Services Kompatibilitätsprobleme zum Orginal-C-TOR-Client aufzutreten scheinen:
